If you’ve ever thought about fixing up a vacant house, starting a small development project, or just making your neighborhood a better place, there’s a new opportunity in Dubuque that’s right up your alley. According to a recent press release, the City of Dubuque is hosting a year-long series of free, virtual workshops aimed at helping everyday residents and local stakeholders turn ideas into real, tangible projects.

The 12 Steps to Town Making workshops are designed for small-scale developers, but you don’t have to be a professional builder or investor to join. Whether you’re dreaming of a small renovation, a community-focused business, or just want to better understand how local development works in Dubuque, these sessions walk you through the nuts and bolts of making it happen. Topics range from interviewing banks, crunching the numbers, and designing your project, to managing property and keeping your venture running smoothly.

“Our goal in offering these workshops is to give small developers and/or potential local developers the confidence, ecosystem, and information necessary to make the best decisions possible as they journey through their renovation or new build. We hope this opportunity will give neighbors a roadmap to meet monthly, learn together, and take action toward building more vibrant, people-centered places.”

-Jill Connors, City of Dubuque Economic Development Director

The workshops kick off at noon on Tuesday, November 18th, 2025, and will continue every third Tuesday of the month through November of 2026. While the series follows a sequential 12-step approach, you can jump in at any point and still pick up valuable tips and strategies. The series starts with early planning and business setup and proceeds to launching a project and managing it long-term.
