Dubuque residents are being asked to help decide what the next big addition to the Historic Millwork District will look like, and the City wants your ideas.

Right now, the Planning Services Department is gathering input through an online survey to guide the design of a new outdoor community space at Foundry Square, located at the corner of 10th and Elm Streets. The survey is open through October 12th, 2025, and invites citizens to weigh in on everything from landscaping and seating to amenities and activities. Basically, anything residents would like to see in the new space.

When the original Historic Millwork District Master Plan was adopted back in 2009, Foundry Square was identified as the ideal spot for a flexible plaza and park in the heart of the Millwork. In 2012, however, it was made into a temporary parking lot while the Intermodal Parking Facility was being built. With that construction now complete, and plenty of parking available throughout the district, the vision of turning the square into a true community gathering place is back on the table.

The idea has gained more traction with the 2024 Updated Historic Millwork District Master Plan. It was developed with guidance from a steering committee, which included area business owners, and input from over 600 community members. That update emphasized the importance of creating a vibrant public space where residents, workers, and visitors can come to meet and gather.

The survey is the first step in shaping what that space hopes to become. Later this fall, the City will host in-person opportunities for residents to share ideas and react to early concepts. That Public Input Work Session is planned for November 12th, 2025, from 5:30 to 7:30 PM at the Jule Operations & Training Center. The feedback from both will directly influence the project's final design.

If you want more green space, a spot for neighborhood events, or just a place to relax outdoors in the Millwork District, now is the time to have your voice heard. Your input will help transform Foundry Square from a parking lot into a welcoming plaza that hosts entertainment and becomes a lively year-round focal point for Dubuque residents.
