
Dubuque Updates Rules for Fireworks: What to Know
Big booms and bright skies are part of what makes Independence Day (and New Year’s Eve) so memorable, but with that excitement comes responsibility. The City of Dubuque and the Dubuque Police Department have updated their fireworks ordinance to reflect recent changes in Iowa law. If you plan to celebrate with fireworks this year, here’s what you need to know.
When Can You Light Them?
The new ordinance allows the use of consumer fireworks within city limits only on the following dates and times:
- July 3: 9 a.m. to 10 p.m.
- July 4: 9 a.m. to 11 p.m.
- December 31: 9 a.m. to 11:59 p.m.
On all other days, fireworks use is strictly prohibited.
Where Is It Allowed?
Fireworks can only be used on private property: either your own, or with the explicit permission of the property owner. They are not allowed on streets, sidewalks, parks, trails, or any other public spaces.

Why It Matters
Celebrating with fireworks might feel harmless, but it’s important to remember how it affects those around us. Loud explosions can be distressing for pets, children, and neighbors, especially veterans and others dealing with PTSD. And with dry weather conditions, there's an increased risk of fires. A few minutes of fun shouldn’t end in injury or property damage.
What Happens If You Break the Rules?
Violating the ordinance could cost you. Charged with a simple misdemeanor, and a minimum fine of $250. If you see fireworks being used outside the permitted times or places, you can report it by calling non-emergency dispatch at 563-589-4415.
