Two-Vehicle Crash in Dubuque Leaves Child Seriously Injured, Driver Charged with OWI
A two-vehicle collision on Pennsylvania Avenue and the Northwest Arterial on Monday, September 30th, left a 5-year-old child seriously injured and one driver facing multiple charges, including Operating While Intoxicated.
According to the City of Dubuque Police Department, the crash occurred around 3:17 PM when a white sedan, driven by 65-year-old Tamara Hultquist of Muscatine, was heading eastbound through the intersection of Pennsylvania Avenue. Meanwhile, a black sedan, driven by 33-year-old Jayme Hulsey of Dubuque, was traveling westbound on Pennsylvania and attempted to make a left turn onto the Northwest Arterial. Both vehicles were reportedly proceeding through yellow lights when they collided in the intersection.
During the preliminary investigation, it was discovered that a 5-year-old passenger in Hultquist’s vehicle was not properly secured in the back seat. The child sustained serious injuries in the crash and was initially transported by Dubuque Fire to Finley Hospital before being airlifted to the University of Iowa Hospital for further treatment.
Authorities revealed that Hulsey was impaired at the time of the accident. She was arrested and charged with Operating While Intoxicated, Possession of a Controlled Substance, and additional traffic violations.
The Dubuque Police Department, along with the Dubuque Fire Department, responded to the scene. The investigation into the crash is still ongoing as police work to piece together the full details of the incident. Stay tuned for further updates as more information becomes available.
