In an incident that occurred in Dubuque, a man named Kenneth M. Moore, 49 from Monroe, Wisconsin has been charged with attempted murder following an altercation in Dubuque.

According to police, the arrest took place on Wednesday, August 16th, just before 9pm in the 800 block of West Fifth Street, based on a warrant issued Tuesday. The incident initially unfolded on August 4th just after 4am when Dubuque police responded to a report of shots fired on Stafford Street. Upon arrival, officers discovered spent shell casings on the street and a broken window in a parked vehicle.

According to court documents, a witness reported observing Lance H. Hayes, aged 31 and from Dubuque, standing in the street with his arm extended after hearing a single gunshot. Hayes then reportedly fired multiple shots and sought refuge in a residence on Stafford Street. Law enforcement surrounded the residence, eventually locating Hayes at a different address with a handgun. However, it was revealed that Hayes was not the initial shooter.

Hayes was arrested on the same day for unlawful possession of a firearm by a felon in connection with the incident.
