Disaster Relief for Dubuque: How to Apply for Assistance Programs
On July 16th, 2024, Governor Kim Reynolds issued a disaster proclamation for several counties, including Dubuque, in response to severe storms that struck the area on July 15th. This proclamation allows for state resources to be used for recovery efforts and activates two key assistance programs: the Iowa Individual Assistance Grant Program (IIAGP) and the Disaster Case Advocacy Program (DCA).
Iowa Individual Assistance Grant Program (IIAGP)
Residents of Dubuque affected by the storms can apply for financial assistance through the IIAGP. This program offers grants of up to $7,000 to households with incomes up to 200% of the federal poverty level. The grants can be used for essential needs such as:
- Home or car repairs
- Replacement of clothing or food
- Temporary housing expenses
To receive reimbursement for actual expenses, applicants must provide original receipts. The deadline to apply for these grants is August 30, 2024. Applications and further instructions can be found on the Iowa Department of Homeland Security and Emergency Management website: Iowa HSEMD Assistance.
Disaster Case Advocacy Program (DCA)
The DCA Program is also available to Dubuque residents and aims to address serious needs arising from the disaster. This program offers:
- Assistance from disaster case advocates to create a disaster recovery plan
- Guidance, advice, and referrals to obtain necessary services or resources
Unlike the IIAGP, there are no income eligibility requirements for the DCA Program. The program will be available until January 12th, 2025. For more information, residents can contact their local community action agency or visit Iowa Community Action.
Community Action Agencies in Iowa
Community Action Agencies have been a vital resource since 1964, created to find local solutions to poverty. These agencies are private, non-profit organizations that work with various local partners to help low-income residents meet basic needs and develop self-sufficiency.
In Iowa, 16 Community Action Agencies serve over 320,000 Iowans annually, providing a wide range of services. These agencies operate efficiently and effectively, utilizing federal, state, and local resources to deliver services across all 99 counties.
For Dubuque residents affected by the recent storms, reaching out to these programs and agencies can provide much-needed support and resources during this recovery period. Additionally, local city of Dubuque residents storm damaged limbs and branches can still be placed for free pickup by today (July 22) and tomorrow (July 23).
